DAS under Bengaluru Distribution Up-gradation Project:

Preamble

BESCOM has taken up Distribution Automation Scheme (DAS) of 11 kv network in Bengaluru Metropolitan Area Zone (BMAZ) under the Bengaluru Distribution up-gradation project with financial assistance from JICA (Japan International Cooperation Agency – Govt. of Japan). JICA approved the project in November 2006. The total cost of the project is Rs563.7 Crs. The project is being funded both by JICA (JBIC) and BESCOM. JICA’s funding will be Rs 417.1 Crs. and from BESCOM about Rs146.6 Crs. The Project involves Consultancy and Construction Activities. M/s KEMA and M/s CPRI were appointed as Project Management Consultants (PMC) through Global Tendering process.

The project envisages drawing of 11kV new UG/ OH lines to suit the system for distribution automation, providing 11kV AB cable to suit the system for distribution automation, Providing compact DAS compatible RMU’s , Line re-closure. Load break switches, Remote Terminal Units (RTU) with communication facility at all remotely operable switches and Establishing Master Control Centers’ with necessary communication, hardware and software.
Under the Construction activities a set of 7 packages were awarded to National & International firms, on turnkey basis through International Competitive Bidding (ICB) process as detailed in further sections.

Current status

A.Control Centers:
Control Centre building at HSR layout is under construction and scheduled for completion by December 2014.

B.Communication System:
The communication system in DAS project constitutes a primary network to carry the data from remotely operable switches that is connected in the secondary network to the control center.
Decision to Grant License for UHF and Microwave is received from Wireless Planning and Coordination (WPC). Construction of communication towers at four locations is in progress.
The communication system factory acceptance testing is successfully completed and import license is awaited for shipment.

C.DAS:
The advanced Distribution management System applications are designed and system configuration is in progress.

What is Distribution Automation System (DAS)?

BESCOM DAS Project

  • Distribution Automation System (DAS ) Project is an integrated remote monitoring & automated control system for 11 KV distribution network in Bengaluru Metropolitan area.
  • With two Centralised Distribution Control centers entire network will be monitored in real time for restoration of power supply after occurrence of faults
  • Upon completion it will be the biggest automated control system in India covering over 1194 nos. 11 Kv feeders, 35 lakh consumers, 1590 Ring Main Units and 1540 Auto-reclosers/ Load Break Switches.
  • BESCOM is implementing DAS project with the financial assistance of Japan International Co-operation Agency (JICA).
  • The project is schedule to be completed by March 2015.

What is an outage?

An outage is non-availability of power supply. Power supply to the consumers is affected due to one or more of the following reasons:-

  1. Failure of incoming power supply
  2. Failure of source power supply will result in outage.

As far as possible change over of power supply from an alternative source to the supply point is made Duration of power supply outage is of the order of 15 – 60 mins.
Temporary faults Power supply will be restored within 5 minutes.

Permanent faults

The power supply to all the consumers connected to the entire feeder is interrupted. The location of fault is identified by line patrolling and trial charging of the feeder. Once the fault is located the faulty section is isolated and power supply to healthy sections is restored to the extent possible.
The time required for the power supply to healthy section is about 30 to 60 Mins. depending upon the length of the feeder , type of the fault and location of the fault. The fault is attended and power supply to the faulty section is finally restored and the time requirement for the same is in the range of 60 to 180 mins. depending upon the type of fault.

Automated switches

In order to reduce outages automated switches are required to be installed at the strategic points to monitor and control the network operation during load and fault conditions.

Alternative source of supply points

The existing line strengthening works as well as drawl of new line is required for introducing the alternative source points in the network. This will drastically reduce outage area and duration. To carry out such works the lines are required to be de-energized. Planning is made to minimize the affecting area and to complete the work in shortest possible time.

Load shedding

Load shedding is done to reduce the load in the network. At present the same is being carried out at feeder level affecting all consumers on the feeder.
DAS enables the load shedding feeder sections wise instead of whole feeder.
